Project Regulatory Process

1. Where can we find the most up to date information related to the regulatory processes for the Project?

  • Full details of the Ethylene Project Environmental Assessment (EA) can be found on the BC Environmental Assessment Office (BC EAO) EPIC web site, click here.
  • In 2020, WCOL will initiate regulatory approvals with the BC Oil and Gas Commission (BC OGC), for both the Ethylene Project and the NGL Recovery Plant. We will update status on our web site when this process begins.

2. Do you have deadline dates for the Provincial Environmental Assessment Process?

  • One of the first steps in the regulatory process is to determine whether a project is reviewable as defined in Section 10 of the BC Environmental Assessment Act. The BC EAO has already completed this assessment and determined that the Ethylene Project is reviewable and issued the Section 10 Order to WCOL for the Ethylene Project on Sept. 13, 2019 (see EPIC web site for details).
  • With the issuance of the Section 10 Order, the EAO has determined that an Environmental Assessment Certificate is required for the Ethylene Project. The BC EAO has determined the specific assessment scope, procedures and methods required in the WCOL EA, as defined under Section 11 of the Act. The BC EAO issued the Section 11 Order for the Ethylene Project on Dec. 10, 2019 and can be found on the BC EPIC Website
West Coast Olefins will be developing a schedule for the remainder of the EAO regulatory process in the coming months and will update the proposed schedule on our website..

3. Please provide dates, times, and locations for the next public information session/s you will be offering in our community.

  • Public information and consultation sessions will be developed as per the Section 11 requirements. The public will receive advance notice of consultation activities as laid out by the EAO in the Section 11 Order
